Yes. cUSDC is a wrapper. You deposit USDC and receive cUSDC 1:1. When you unshield, you receive the same USDC back. It stays in the wrapper contract the whole time.
By default, no one. Your balance is encrypted onchain and only you can decrypt it. When compliance or regulation requires it, authorized parties such as auditors can be granted access at the protocol level, without your data becoming public.
