Yes. A confidential token is a wrapper. You deposit the standard token and receive its confidential version. When you unshield, you receive the same token back, 1:1.
By default, no one. Your balance is encrypted onchain and only you can decrypt it. When compliance or regulation requires it, authorized parties such as auditors can be granted access at the protocol level, without your data becoming public.
